I'm not sure if I am doing something wrong but it does seem like the Web API is not available on the Titan T3.
Whenever I try to make an API call I get a response that "Titan is unavailable". I am using Titan PC Suite V17.1 if that helps at all.
Am I correct in assuming that the Web API is not available on the T3 and is there any way to request that that be changed? It seems like it should be available if the T2 has the web API available.

This is wrong - of course T3 enables the WebAPI - I literally tried this here right now (fresh install of version 17.1, connected my T3, started Titan Go and fired some requests from my browser).
Thus this should be fixed for you. First thing is to check that all firmware (panel firmware and AvoKey firmware) is up to date. In Titan Health Check everything should be green. Next step should be the logs. I'd recommend to open a ticket at https://web3.avolites.com/software/help-desk
