the last two "strange" Pearls i have used didn't do this feature... One was an Expert, the other was a 2004.
Is this something specific to the 2008, or is it a menu setting?

Nothing strange about it.
All non-Expert Pearls have shift toggle on softkey B [chase control enabled]/[fixture control enabled].
With [fixture control enabled] the keys at the bottom of the programmer section allow solo functions.
With [chase control enabled] those keys control chase direction and the arrow keys become available for solo.
The Expert has dedicated keys for both functions therefore there is no need for this option.
Highlight/Lowlight parameters are defined in personality files but these never worked in Classic (not in my memory anyway). They do work in Titan. Hopefully there will eventually be a function to adjust this within the software - in D4 you would press <shift> highlight/lowlight.
Incidentally I discovered that in Classic (with fixture control enabled on relevant consoles) the arrow keys become shortcuts to max/min value for current attribute.
