Midi Time code not read by Quartz Console

I have an Avolites quartz console running Titan 10.1. I have successfully gotten midi triggers to work but I can not get the console to read midi time code. I used the midi monitor application to see if midi timecode was sent to the board and it was. I have no issues sending midi notes.

I have updated my Quartz console to Titan 11.4 and I have the same problem.
