I'm thinking of upgrading my Quartz to V10, so am registering my Console online, however, can't for the life of me find the "Request a License" button on my Quartz (v9.0).
What am I missing exactly?

It is already licensed, thus the button doesn't show up.
Furthermore, if you do a normal installation, the licence should be kept - and if not, you'd need to re-license AFTER installing.
Since you are currently running v9.0, personally I'd recommend updating to 9.1 before going to 10, so that you have a dual system with v9.1 as the alternative.

Ok, yes I know it's already licensed, but surely "registering" the console on the website authenticates ownership of the console with avolites... Which would help if it was stolen and a thief tried to re-claim ownership?
There isn't much info on how to install the new versions... Is there an "in-place" upgrade method as opposed to popping the bootable USB stick in?

For all major upgrades the recovery stick is the only method for real consoles. Only minor upgrades (like the 9.1 in the past) come as a smaller update file which is installed on top of the existing version.
No, there is no means to register, just to be registered. Usually the distributor where you have bought the console will know, and has proof that you are the righteous owner. If something gets stolen, just let your distributor and Avolites know, and they can lock the serial number - which would prevent further licences for this console.
