can some one tell me if i need to install this on expert to make combo of expert titan7 and hippo3.2 work correctly, Vatest version of this is hippo 3.1

No, this was a plugin to install on the media server to talk back to the console but has been superseded by CITP. On the Hippo ensure that the CITP component is installed (which I think it is by default) and enabled then setup your network and you should be good to go.
