Tiger Touch pro not operation (power)

i have one Avolites Touch Pro, now it doesn't power on ( i turned on the switch to open the console but the psu fan is not spinning, i took the psu out to check, connect the green wire to the black wire, the psu fan rotates, and measure the VOM the pins have a voltage of 3v 5v 12v). I had it repaired at a facility near my house, and they didn't do it, they refunded me (maybe they don't have an in-depth knowledge of avolites), I don't know if they reconnected the wires inside in the board is correct or not?
- Can you give me a picture of the wiring diagram inside so I can check it?
- What does the power supply of the machine look like? because I saw they sent me the machine back, I see that the PSU is a 450w made in china device.
- And i living Vietnam , where can i repair it ? pls.
