Is there a way to change the default home position for lighting fixtures?

I'm not talking about changing the 'locate' position.

I want to change the default values that a particular fixture returns to after its cleared out if the programmer.. for instance, after clearing an LED fixture from the programmer, the dimmer channel will fade to '0' but the RGB values will all fade to '100'

There is a toggle option to release to playback values (accessed via User Settings -> Clear or by holding Clear -> [Clear Options]). This is disabled by default. When enabled all the attributes will return to the last playback value for those attributes (or the default defined in the personality if there are none).

It is also possible to change the release/home value for fixtures in a show by pressing Record then Release. This can be on individual fixtures or all fixtures of the same type.

@Gregory - I have a question, is it possible to restore the Record -> Release function to the "factory" settings? I have recorded a few parameters, but I would like to restore the Release function to its original state.

There isn't a specific function to restore the default power on/release values. Depending on whether you have also changed the locate values you might be able to use those as the basis as the release values since typically they only differ by the dimmer channel e.g. Locate the fixtures, press Clear (to clear the dimmer), re-select them and then record the release values based on that. It might be possible to remove the recorded release values using a custom macro or similar but this would be experimental at best.

The lack of a "reset to default" function for power on/release may be a trap (I also miss such an option for palette times) - let's assume that one of the operators changes the Release for RGB to 0%, when the other comes he won't know why the devices don't light despite the dimmer at 100% and the search begins. The default settings option should appear in a few AVO functions - or at least a preview of these settings.
