Fixture order reversed for cell selection with (x).y THRO

When selecting sub-fixtures or cells with "x.y <Through>" or, with fixtures selected, ".y <Through>" the fixture order for the selection is reversed from expected, stepping through the selection with <Fix +1> starts with the last cell and steps through to the first (.y) cell.

Conversely, by specifying the last cell with "x.y <Through> .z" or ".y <Through> z", <Fix +1> starts with the .y cell and steps through to the .z cell which is what I would expect from all three methods.

I'm seeing this on both v11.1 and v11.3 running on an Arena.

Yes, this does appear to be incorrect, I have logged a bug (#80980) with the details you have provided. Thank you for taking the time to report this bug with clear steps to reproduce.
