Page legends fail to save

Hey,
I’ve been having an issue for a while now on when I set page legends, when I shutdown the computer and turn it on again the legends revert back to an original legend instead of keeping the new one.
I’ve disabled follow handle world because someone had suggested that could help and it hasn’t. Any ideas?
