How to use flash master

Hi, there!!
I recorded a flash master on the first fader. And I recorded a simple red cue (mode 2) on the second fader.
Move the flash master to 50% and hit the red's flash button.
But it shows 100% red.
Even the red cue with dimmer doesn't work with the flash master.
What am I wrong??

Flash master only works in mode "0".
I thought it could work in mode 2.
