I have tried to make a couple of global pallets with "fan" included but can't make it to work. Either I get a normal palette that only works with one type of moving heads or I get a global pallet with no fan, all the Lights pointing in the same direction. Is it not possible?

I'd say this doesn't work by definition. In order to be a shared or global palette, the dmx values of that attribute must be the same on all included fixtures. As soon as you invoke fan, the dmx values are different - and the resulting palette will be a normal one. If you overwrite this to be a shared or global one, then only one value - and not the fanned range - gets recorded.
