Go here, click on 'request' at the top. Click on 'Request New Personality'. Fill out the form following the instructions.

how to check what meaning each chanel inside personalities what is loaded inside console?

I'm not entirely sure what you mean but if you press view followed by a fixture handle you will see the attributes and their channel offsets.
If you want to see all the functions of an attribute you can open the attribute editor workspace and select fixtures where you will see all the options.
If you want to see the way the personality is created you can go to Patch/[Edit Fixtures]/[Edit Personality]/[<fixture>] which will open the file in Personality Builder.
