If I for example cant turn off the Titan Mobile program and I have added a Fixture in the map and I need to use it is it possible to update the Fixture library without turning off and on the Titan Mobile program?

That's exactly what 'Patch'->'Update personality' is for

Update Personality is for when you have edited an existing personality that is already patched and you need to update your show to include the edits.

But when you create a new personality (or make changes to mode names in existing ones) you do need to restart the software before you can patch.
