Hi,
Have you ensured your graphics card drivers are up-to-date?
Having done that:
Which operating system is your PC running on?
What are the basic system specifications of your PC? (Processor, RAM, Graphics Card etc)...
What language is your OS set to?
We need this information to give us a better chance of successfully diagnosing this issue.
Thanks in advance.

You only need .NET 3.5 Service Pack 1 for XP.
Follow the installation instructions here for the link: http://support.avolites.com/Support/Software/TitanSimulator/InstallationandUninstallationNotes.aspx

No, as it says on the installation instruction page I linked to above:
"The Titan software requires the Microsoft .NET Framework v3.5 SP1 to run. This is installed by default on Windows 7 and as a Windows Update on eariler operating systems. If you do not have it installed it can be downloaded from the Microsoft website (http://www.microsoft.com/download/en/details.aspx?id=22)."

The current version for Intel® Graphics Media Accelerator 3150 (Intel® GMA 3150) drivers is 14.37.50.4.5260, please check that your PC is up-to-date.
You can try doing a complete uninstall of the Titan software following the instructions John posted. Please ensure that you reboot your PC after uninstalling before reinstalling the software again.

I had issues when I first got my Titan Mobile with Windows Vista. Nothing resolved them except a windows 7 install... I also know of 2 or 3 other PCs that could not read the panel but could read the dongle in other windows...
I know this is not your issue, but I would definitely say win7 has helped me before to resolve weird issues.

Hello!
I have the same problem (only with the pixelmapping/effect editor) on our new HP Touchsmart 310.
Windows 7 x64
4 GB RAM
AMD Athlon II X4 615e 2,5 GHz
ATI Radeon HD 4270
1 TB Hdd
All drivers are recently updated.
When I press effect editor, that window will not open, and if I close Titan, it won't start normally.
