When I create a memory using only palettes, the include button does not work for the attributes that are referencing a palette; is this because palettes store a reference to values and not actual values? (Or am I doing something wrong?)

This is the only real problem with 2004 software I have been able to find.

I suggest calling or emailing Avo.

The workaround is to Include the memory in Blind Mode.
