is there a command to start, stop, set time of the internal timecode clock thru webapi ?

Yes, you can use the following commands:
http://[ip]:4430/titan/script/2/Timecode/Timer/Play
http://[ip]:4430/titan/script/2/Timecode/Timer/Pause
http://[ip]:4430/titan/script/2/Timecode/Timer/Reset

These will execute on the currently selected timecode source so you will need to ensure that the source is set to Internal Timecode for these to have any effect.
