stuck on starting titan

hi i have installed the titan pc suite and am now trying to open titan one program it starts and go to the titan health check i updated the personalties then it just sits on the starting titan screen ?

i have tried this on a win 7 and win 10 with no luck?

May I ask have you run Titan on this PC before and what are the specs of the PC including make and model?
