Dll file missing on start up?

Hi, Just purchased Titan 1 and loaded the pc suite latest version 8.1
I get the Titan icon on my desktop but when i go to run it after a few secs i get "api-win-core-error handing-l1-1-1-dll is missing from your pc etc"
if i press return twice i then get dongle not detected even though Titan one is connected etc.(RX is flashing)
I went into USP expert manually and the dongle was not showing here so followed some advice on this forum, i hit tools-ACW service and then start and it now sees the dongle at least it sees it here.
I went back and tried reloading titan from the desktop icon but again i get the dll error message.
I have wiped all the avolites files and started from scratch reloading latest pc suit but again dll error????
I'm running win7
Any ideas? really disappointed....H-E_L_P please.

Footnote
Tried one more time deleting all avolite files then re booting then reloaded PC suite -and i still get the Dll error message

did you install the .net stuff in windows ?

Hi yes i went to install it and got the message that i already have the latest version already installed.
The strange thing is that the progrmme did load once?- almost out of nowhere??? i was able to run it (no Titan one plugged in at the time) so i closed it down and tried to reload it but i am back to the dll file missing message again etc.
No further forward here. I have deleted the programme and anything AVO related and rebooted four times now -but no success. :(

It might be worth uninstalling the .NET Framework and reinstalling it, in case one or more of the files have been corrupted. Also in case it is a problem with the hard disk drive, go to the right-click Properties and click the button on the Tools tab to check for errors.
