controling 2 offsets through 1 ?

i have a fixture that have 12 dmx channels , i have 2 channels that are depending on each other , channel 2 (strobe) doesn't operate until channel 3 (dimmer) is at 0 and channel 3(dimmer) doesn't operate until channel 2(strobe) is at 0 ..i'm building a personality file for my tiger 2008 is there a way to update another attribute when working with a certain one < example to set strobe to set automatically to 0 when setting shutter to 100 % knowing that these 2 have different dmx channels

No, unfortunately there is no such option in classic desks (and I guess it would be tricky to acchieve something alike in Titan)
