Tried to create a personality file the other day for my D4.
I used the program in the D4 Titan software but that softvare only create
R20 files? What am I missing?

Hm,

File -> Save and File -> Save As both should output .d4 files by default (could be used for r20 and vis, though, by toggling filetype), while 'Generate R20 Files' explicitely generates... r20 files.

I don't assume this was different in the PB bundled with D4. You can download the recent PB version as standalone program from the downloads website
