When turned on you can apply palettes without selecting any fixtures.

If no fixtures are selected, all fixtures contained in the palette will be applied. You can still select fixtures in the normal way.

Yes, unfortunately this is a bug in the new software. Palettes stored in PB's are not included correctly.

Workaround is to use Blind mode.
