Unfortunately not, Titan requires that a fixture be on exactly one line. You could perhaps use a smaller fixture and break your big controller up into smaller fixtures, and then use some external sACN / ArtNet mapping tool to patch up the DMX? To answer your question about the timeline fader: yes, the timeline fader masters all HTP values fired by the timeline.

The way to do this is to open playback view for the cuelist and hit the header of the Timecode column. That opens a menu that will allow you to offset every timecode time in the list by a given amount. There isn't really a global offset setting, per se.
