In Which mode the fixture is working?
Your problem look like a fixture working in 16Bits mode but with a personality in 8bits.
the personality for 16Bit is :MT_RP518m3 (mode 3)

The only thing is that the old encoders can't work with the last software. The last software ( pearl 2004 vers 1.2) give you more option, like: -include a shape ( from the shape generator) in a chase. -On the attributes bank you can see now on the LCD the name of the colour or gobo, instead of %. -Q...
